Voluntary Assisted Euthanasia Discussions at MCESD
The MCESD Council acknowledged the importance of addressing the topic of Voluntary Assisted Euthanasia in a serious, open, and respectful manner within the framework of social dialogue. The discussion took place in the presence of the Parliamentary Secretary for Social Dialogue, the Hon. Andy Ellul, and the Parliamentary Secretary for Equality and Reforms, Rebecca Buttigieg, together with the Social Partners.
The Chairperson of the MCESD, Perit David Xuereb, emphasised that this meeting provided a platform to discuss this sensitive subject in the presence of the committee responsible for drafting the White Paper. The session allowed social partners to express their views on how this issue impacts the communities and sectors they represent while also offering suggestions for changes or improvements to the proposals. Their input was considered valuable to those involved in shaping policy and legislation.
Parliamentary Secretary Andy Ellul commended the constructive nature of the discussion and highlighted the active engagement of the social partners. He noted that the Government plays a crucial role in initiating dialogue on sensitive topics that directly affect people’s lives, topics that may be met with differing opinions but which are essential to address. Dr Ellul also pointed out the importance of maintaining strong dialogue within the MCESD to ensure continued progress in society.
During her intervention, Parliamentary Secretary Rebecca Buttigieg noted that the consultation process had sparked a serious and meaningful national conversation, resulting in thousands of submissions. She explained that the process also brought attention to related issues, such as palliative care. While the Government has already made significant investments in this area, the consultation helped raise awareness and encouraged more professionals to contribute to this sensitive and vital field.
The social partners participated actively and constructively, with some preparing professional research to support their contributions. Their perspectives were diverse and insightful, reflecting a broad spectrum of experiences, values, and opinions that represent the different sectors of Maltese society. Several partners also highlighted the role of the health sector and stressed the importance of continuing to strengthen services such as palliative care as part of a holistic approach to patient support.
This discussion served as a model for how the MCESD can facilitate social dialogue on ethically complex issues and reaffirmed the essential role of social partners as a pluralistic, responsible, and engaged voice in the public policy-making process.
