The Malta National Reform Programme presented to the MCESD
The Ministry for Finance presented the National Reform Programme to the MCESD with the participation of the Deputy Prime Minister, Chris Fearne, the Minister for Finance, Clyde Caruana, and the Parliamentary Secretary for Social Dialogue, Andy Ellul.
The National Reform Programme outlines specific policies for each EU member state to boost job creation, economic growth, and prevent macroeconomic imbalances. It also details how member states plan to adhere to country-specific recommendations and general fiscal rules.
The Ministry for Finance and Employment delivered a presentation to the social partners about the National Reform Programme for 2024. This comprehensive plan sets the government’s vision and approach in numerous areas, including the environment, productivity, justice, governance, economic stability, and taxation.
During the meeting, the MCESD Chairman, Perit David Xuereb, described how the subject matter provides a framework for the prioritised reforms that the country must undertake in order to adapt to future developments, challenges, and opportunities. The Chairman stressed that although the required changes are significant, they are imperative for transformation, especially if supported by a compelling national strategic vision.
In response, social partners actively engaged in discussions, offering valuable opinions and concrete proposals to the Government. They emphasised the significance of economic, international, and national realities and their implications for business planning and transformation. While acknowledging the importance of environmental considerations, they advocated for a balanced and timely approach, supported by digital and skills transitions.
Additionally, they stressed the need for initiatives to reduce traffic congestion, promote sustainable transportation, and reduce dependence on energy and buildings. The importance of lifelong learning was also highlighted by social partners and it’s crucial role in maintaining a sustainable economy. Moreover, the MCESD pointed at the importance of strategic autonomy for the EU, stressing the necessity for self-reliance amidst global challenges impacting the economy.
