MCESD Council Discusses Health Sector Reforms and Strategic Updates from Identità

During another important MCESD Council meeting, held on the 11th of October 2024, social partners were briefed on key reform proposals for the future of physical and mental health services in Malta and Gozo, as well as major developments by Identità. The meeting was attended by the Minister for Health and Active Ageing, Hon. JoEtienne Abela, Parliamentary Secretary for Social Dialogue, Hon. Andy Ellul, and the Chairperson and CEO of Identità.

In his opening remarks, MCESD Chairperson Perit David Xuereb highlighted the significance of this 14th MCESD Council meeting and the active participation of social partners in shaping policies on critical socio-economic issues. He emphasised the MCESD’s commitment to fostering constructive dialogue in areas such as healthcare reform and the work of Identità, ensuring alignment with national priorities and sustainable development goals.

Minister Abela provided a detailed presentation outlining current and upcoming healthcare initiatives in Malta and Gozo. His presentation covered the expansion of primary healthcare centres, improved screening programs, reduced waiting times, and major upgrades in hospitals, including Mater Dei, Gozo General Hospital, and St. Luke’s. The Minister also discussed plans for emergency care, specialised units, and new technologies aimed at enhancing patient care and outcomes across the islands.

The social partners welcomed the Health Ministry’s vision and stressed the importance of an accessible and efficient healthcare system, focusing on prevention, patient safety, and quality service. They emphasised the need for targeted public health campaigns addressing challenges such as fast food near schools, anti-smoking initiatives, and monitoring cannabis use. The Social Partners also called for expanded community health services, more investment in psychological support, promotion of mental health first aiders, and a focus on realistic project timelines that meet public needs and procurement standards.

Every year, the MCESD will prioritise the issue of workers’ welfare in the workplace on its agenda. Parliamentary Secretary Andy Ellul stated this to the social partners, emphasising the need for dialogue on workers’ conditions and the impact of health on productivity.

Ellul noted that this initiative marks the beginning of something larger, as there is a need for greater awareness on the topic. “This initiative is expected to further enhance workers’ well-being in the workplace and contribute to creating a more serene working environment.” He stressed that productivity cannot be fully addressed unless workers can operate in a tranquil and supportive environment.

In the second part of the meeting, Identità Chairperson Ms. Marlene Mizzi outlined the agency’s ongoing work, followed by CEO Mr. Steve Agius, who presented Identità’s strategic vision. Key reforms are aimed at enhancing efficiency, transparency, and responsiveness in identity management. This session served as a valuable platform for social partners to provide input on critical developments impacting residents and businesses.
