<p>Increased policy focus on greenhouse gas reduction, fuel switching and alternative sourcing of electricity, and uptake of solar photovoltaics, were identified as the main gradual factors favouring this transition to improved greenhouse gas abatement but gaps in implementation remain.</p>
<p>The need for communication with the public, meaningful stakeholder engagement in decision-making, and investment in innovation to address these challenges and uncertainties are identified.</p>

										<content:encoded><![CDATA[<p>The MCESD commissioned a research report on investments&#8217; expansion in R&amp;D in the new economy. Results indicate that Malta needs to do more to increase interest and funding for R&amp;I investments. Although R&amp;D&amp;I appetite is slowly increasing, R&amp;I investment remains marginal to Maltese business. Economic growth has not translated into an increase of R&amp;D as a percentage of GDP. Recommendations therefore include; a cohesive R&amp;D eco-system, enhancing funding and incentives, restructuring the local business model, and attracting high-value human capital.</p>
<p>This report was part-financed by the European Social Fund – Operational Programme II – European Structural and Investment Funds 2014-2020.</p>

<p>The study found that 25% of representatives in social dialogue are females. Nevertheless, participation is primarily merit-based and no attempts discourage females from being part of social dialogue. Rather, the situation has been improving over time and is reflective of the market itself. With a strong focus on capabilities rather than gender, recommendations were made to encourage and enable participation through flexibility, visibility and engagement of social dialogue forums.</p>

<p>It was found that the technical capacity by itself cannot be as effective when applied to social dialogue than when accompanied by adequate core capacities and an enabling environment. Therefore, the study sought to look at all 3 aspects in parallel to offer a more comprehensive analysis and make recommendations which could indeed be of a positive influence.</p>
