This project shall be contributing to the ESF development need ‘Strengthen the social dialogue in ESF related policy areas’. Specifically, it is addressing identified weaknesses in the role MCESD plays in social dialogue in Malta and Gozo as the highest forum of consultation in our country when it comes to tripartite social dialogue. MCESD has already implemented ESF funded projects strengthening the social dialogue in our country. Through this project, MCESD shall address the fact that factual bases for discussion are not always used during consultations with stakeholders. MCESD picked four (4) thematic areas on which scientific research will be carried out as a factual basis for discussion.

Enhancing female participation in social dialogue

Improving the technical capacity of social partners

Expanding investments in R&D and in the new economy

Reduction of greenhouse gases

The research topics emanated from the European Commission􀂶s Country Specific Recommendations for Malta issued earlier in 2020. Specific attention was given to those measures which are linked to wider economic sustainability. The research findings shall be used as practical examples and factual information for training delivered to MCESD staff. Training materials will be kept by MCESD for the training of newly recruited MCESD staff for sustainability purposes.

A final online conference shall be delivered to disseminate recommendations emanating from the research reports to Government and civil society stakeholders and discuss key findings of the research in a bid to promote more robust social dialogue in these policy areas. This shall promote better policy-making in the long-term but also the start of meaningful and evidence-based social dialogue on these topics during the project lifetime, in the short-term.

This project was financed through Priority Axis 4. The main aim of this project was to involve the general public to address information gaps and empower the Gozo Regional Committee and the Civil Society Committee. This project included two actions, one to be carried in Gozo, focusing on the Gozo Regional Committee (GRC) and the other action to be held in Malta, focusing on the Civil Society Committee (CSC). Each action included public hearings open for the general public, a plenary session open for the members of GRC and CSC and recommendation reports.

The project objectives were: -To address information gaps in areas identified by stakeholders through public consultation dialogues; -To involve the general public in ensuring a wider and more effective Social and Civil Dialogue; -To empower the Civil Society Committee (CSC) and Gozo Regional Committee (GRC) members to be in a more informed position during policy formulation.

The purpose of the project Closer to Europe was to encourage and sustain the development of a more effective social and civil dialogue in Malta and Gozo, by empowering local stakeholders through the provision of up-to-date information on social, economic and EU-related matters; the promotion of lifelong learning and the support to networking initiatives.

The project included the provision of training to MCESD staff and its members. The overall objective was to enhance the capacity of participants in social dialogue.

The training programme included the following topics: European social and civil dialogue to better European and local governance, economics, balance between economic and social development, collecting, analysing and disseminating data on social and civil dialogue, policy understanding and policy implementation skills, models of social and civil dialogue in Europe, the role and networking of different stakeholders in civil dialogue, consumer protection, energy, and ethics and values in social and civil dialogue and the role of the media.
